The country has witnessed big construction development in all fields, and re-planning of many areas in Doha. As a result, and because of the intense construction activities, there is delay in processing of development and building permits. The government, therefore, considered it necessary to establish a complex for issuance of building permits in which all departments and authorities related to issuance of building permits shall be represented. The resolution of the Council of Ministers No. 119-14/2004 dated 25/04/2004 concerning establishment of the building permit complex was issued. Formal work started in the complex on 22/11/2005.

Functions of the c"Complex"
- Preparation of information concerning procedures followed for issuance of various building permits, and to provide these information to the concerned authorities.
- Simplification of procedures for obtaining various building permits, in coordination with the concerned services authorities, establishments and departments.
- Preparation of periodic reports on building permits Applications, and to provide these reports to the concerned authorities.

Coordination with professional engineers and engineering Consultancy offices committee, about implementation of punitive action against defaulting engineers or consultancy offices registered by the committee.
